2006 Scion XB: Hazards Light start going off Intermittently?

The inconsistent problem is always difficult to diagnose.
he problem starts and suddenly all gets normal.
This indication of weak components or loose connections.

Try the reset procedure first.Unplug battery cable,let it sit for few hours,then reconnect battery and inspect if the problem is noticed.

In basic cases this helps.If not then further troubleshooting is done.

Check to see if the four-way flashers work normally if you turn them on then turn them off? Did you operate the four-way flashers at all before this happened?

There really are only two possibilities here.
The first one being something intermittently in the switch sticking .

The only other option would be the hazard relay shorting out or internally sticking somehow.
There are no technical service bulletins on either one of these issues.
 Removing the battery cable causes the relay to deenergize and turns it off until the next time it sticks on. Unfortunately without having this happen and running specific tests there's not a whole lot you can do. You may consider trying to tap on the hazard switch or turn it on and off very quickly with a little extra force to see if it then quits or shuts the flashers off. If this is the case then you may be looking at a bad switch.
